What is Marin County's role for NEPA projects?
We are responsible for ensuring compliance with the National Environmental Policy Act (NEPA) on behalf of the U.S. Department of Housing and Urban Development (HUD). NEPA applies to local projects that are awarded federal grant funds from HUD. Such funds include Community Development Block Grants (CDBG) and HOME Investment Partnerships Program (HOME) grants. Refer to the Code of Federal Regulations (24 CFR Part 58) for more information about the NEPA process.
Current NEPA Projects
Current NEPA environmental reviews for federally funded projects in Marin County are listed below. Click on the project name to find more information.
The Community Land Trust Association of West Marin (CLAM) and Eden Housing, Inc. have proposed to adaptively reuse and repurpose the former United States Coast Guard (USCG) site to provide affordable housing units at 100 Commodore Webster Dr., Pt. Reyes Station at Assessor's Parcel Number 119-240-73 and 119-236-10. The proposed project would: 1) rehabilitate existing townhomes contained in 10 two-story buildings (Buildings 101, 102, 103, 104, 201, 202, 203, 204, 205, 206) to provide 36 affordable housing units; 2) rehabilitate and repurpose the existing “barracks” building (Building 50) to provide 15 affordable housing units; 3) rehabilitate “Building 100A” to provide three housing units; 4) renovate and expand an existing kitchen/galley building (Building 1) to provide a resident services building including community education space; 5) construct a new on-site wastewater treatment system; 6) remove non-residential structures and provide bioretention facilities in environmentally sensitive habitat areas (ESHA); 7) remove trees from a riparian area; and 8) reconstruct an existing playground.
This project already received discretionary land use approvals and CEQA certifications from the Marin County Planning Department and California Coastal Commission. The project is now undergoing environmental review under NEPA for the HUD grant funding. A Letter of Map Amendment was granted by FEMA amending the floodway designation that was previously shown on part of the property within the development area. A portion of the project site west of Lagunitas Creek is located within the floodplain, as detailed in maps created under the National Flood Insurance Program (NFIP). The existing and proposed habitable structures are located outside of the mapped floodway as amended by FEMA. All equipment staging and storage areas shall be located outside of the 100-year floodplain. Any equipment-refueling activities shall be conducted within designated staging or storage areas with secondary containment for any potential spills of fuel.
