Bolinas Community Public Utility District (BCPUD) Coastal Development Permit (P4643)

The applicant requests Coastal Development Permit approval for the Bolinas Eucalyptus Project, which proposes removing 1,142 trees from a densely populated stand of trees mostly containing eucalyptus trees that cover an area of more than 10 acres. This stand of trees is located in Bolinas Mesa Zone 5 and is situated on property owned by the Bolinas Community Public Utility District (BCPUD) and extends onto three private properties along key thoroughfares—Mesa Road and Olema Bolinas Road. These roads serve as critical evacuation routes for residents, visitors, and tourists, especially during emergencies. 

Following the removal of the identified tree species, the project would improve emergency access along primary roadways, improve the ecological health in the area of the proposed work, and plant appropriate native trees, shrubs, and wildflowers to enhance habitat for native wildlife, including pollinators and birds. Lastly, the project proposes long-term monitoring and adaptive management strategies that would ensure the health and success of the restored site. The trees proposed for removal are listed in the table below.

Coastal Development Permit approval is required pursuant to Section 20.68.030 of the Coastal Zoning Code because the project proposes the removal of major vegetation and the removal of removal of vegetation from an environmentally sensitive habitat area (ESHA).
