Project Description
The applicant requests Coastal Development Permit, Conditional Use Permit, and Design Review approvals to construct a telecommunications facility on a developed lot in the unincorporated community of Point Reyes Station. The 2,500 square feet of proposed development—which consists of the lease area where the telecommunications facility would be sited—would not increase the floor area ratio on the approximately 83-acre lot. The proposed telecommunications facility would include a faux agricultural water tower, within which nine panel antennas and related equipment would be concealed from view. The faux water tower would reach a maximum height of 76 feet above grade and maintain minimum setbacks in excess of 100 feet to all property lines. The proposed telecommunications facility would also include a 30-kilowatt diesel generator with an acoustic enclosure and fuel tank, a utility H-frame affixed with a ciena, meter panel, and telco box, a pad-mounted transformer, and a 64-square-foot walk-in cabinet containing additional operational equipment. A six-foot-tall chain-link fence with barbed wire and 'tech' lights (operable by a light switch) would enclose the lease area where the telecommunications facility would be located.
The proposed development would also include various site improvements related to access and hardscaping. These improvements include the construction of an approximately 1,300-foot-long access drive branching off Grandi Canyon Road, to be dedicated as a non-exclusive lessee 20-foot access and utility easement; a fire truck turnaround and utility technician parking area at the terminus of the access drive; and retaining walls of an unspecified height to accommodate the access drive on downslopes. A six-foot-tall cattle gate would be installed near the entrance to control access. The access drive would require approximately 1,700 cubic yards of cut, 1,700 cubic yards of fill, and 700 cubic yards of off-haul.
Coastal Development Permit approval is required pursuant to Section 20.68.060(M) of the Marin County Coastal Zoning Code because the project entails establishment of a telecommunications facility and other development.
Conditional Use Permit approval is required pursuant to Section 20.62.050(C), Table 5-1-e, of the Marin County Coastal Zoning Code and Policy RP 1.3 of the Telecommunications Facilities Policy Plan because the project entails the establishment of a telecommunications facilities land use within a C-APZ district.
Design Review is required pursuant to Policy RP 1.3 of the Telecommunications Facilities Policy Plan because telecommunications facilities that are subject to Master Plan or Conditional Use Permit approvals require Design Review to provide discretionary review and a mechanism for imposing conditions of approval.
