Project Description
The applicant requests Design Review Amendment approval to revise application P1547 approved by the Marin County Board of Supervisors on December 11, 2018; for the approval of a 126 apartments residential care facility, with five affordable housing units.
The residential care facility would have a total of 153 apartments; of these 91 would be independent living apartments, 41 assisted living apartments, and 21 apartments would be memory care. The five affordable housing units would be provided in addition to the 153 apartments. Two buildings are proposed on the site, Building A and Building B. It appears Building A would have a floor area of 75,627 square feet and it appears Building B would have a floor area of 98,741. A subterranean garage spans underneath the two buildings and includes 126 parking spaces. The five affordable housing units would be 765 square feet each, for a total of 3,825 square feet, and would be located on the ground floor/subterranean level of Building A. The total floor area proposed on the property appears to be 174,368 square feet, not counting the subterranean garage, resulting in a 42 percent floor area ratio.
Building A would be four stories tall and approximately 52 feet, as measured from natural grade. An interior courtyard would be located in within the center of the building; decks are proposed on two upper levels. Building A could connect to Building B via an elevated walkway. The proposed setbacks, from the exterior walls to the property lines, are as follows: 37 feet from the eastern (front) property line; more than 300 feet from the northern (side) property line; 127 feet from the western (rear) property line; and 120 feet from the southern (side) property line. The five affordable units would be located on the basement floor of this building.
Building B would be four stories tall and approximately 50 feet, as measured from natural grade. An interior courtyard would be located in the central portion building; decks are proposed on two upper levels. The proposed setbacks, from the exterior walls to the property lines, are as follows: 135 feet from the eastern (front) property line; 122 feet from the northern (side) property line; 90 feet from the western (rear) property line; and more than 300 feet from the southern (side) property line.
The exterior façade of the proposed buildings remains unchanged with use of natural materials in subdued earth tone colors, including natural wood siding, beige stucco, and stone veneer columns. The retaining walls consist of a combination of stacked block walls and tan colored concrete walls (around the rear perimeter of the new buildings, as well as along the proposed access driveway). The proposed paving materials include a concrete driveway, beige colored integral concrete pathways and patio areas, and porcelain pavers at entryways and patio areas.
Access to the site remains unchanged since the prior approval and includes the construction of a new entrance driveway, vehicular bridge across Miller Creek, new surface parking areas, storm drainage system, retaining walls, a landscaped berm, and the installation of utilities and landscaping. The proposed storm drainage system would include a series of catch basins, rain wash drainage pipes, and bio-retention basins. The proposed retaining walls, which would be located along the new driveway and behind the new buildings, would range in height from four to 14 feet along the newly proposed access driveway and stepped six foot retaining walls around the perimeter of the proposed buildings. Altogether, the proposed development would include 30,000 cubic yards of cut and 30,000 cubic yards of fill, with no off-haul proposed.
The subject property is subject to the Oakview Master Plan. Design Review Amendment approval is required because the project was previously approved by application P1547 approved by Marin County Board of Supervisors on December 11, 2018.
