Project Description
The applicant requests Coastal Development Permit approval to construct a 2,326-square-foot single-family residence with an attached deck and covered porch, install a new onsite wastewater treatment system, install a paved parking pad off of Laurel Avenue, and construct both site and hardscape improvements, including retaining walls, pathways, a hot tub, a new fence, and gates following the demolition of existing structures and improvements, including the existing 998-square-foot single-family residence, detached carport, propane tank, septic tank and leach field, hardscape improvements, and an existing shed located in the front and side yard setback from a developed property in the unincorporated community of Stinson Beach.
The proposed demolition of existing structures and improvements and the proposed construction of a new single-family residence and improvements would result in a building area of 3,089 square feet, a floor area of 2,797 square feet, and a floor area ratio of 28 percent on the 9,900 square foot lot. The proposed residence would reach a maximum height of 22 feet, 10 inches above the surrounding grade, and would have the following setbacks: 33 feet from the western front property line; 6 feet from the northern side property line; 30 feet from the southern side property line; and 41 feet from the eastern rear property line. The new onsite wastewater treatment system would be mostly located below grade with minor projections above grade and would have the following setbacks: 5 feet from the western front property line; 22 feet, 9 inches from the northern side property line; 17 feet from the southern side property line; and more than 100 feet from the eastern rear property line.
Coastal Development Permit approval is required pursuant to Coastal Zoning Code Section 20.68.030 (Coastal Development Permit Required) because the project entails a new onsite wastewater treatment system, development, including demolition that is not explicitly and specifically exempt from Coastal Development Permit requirements by Section 20.68.050 (Coastal Development Permit Not Required: Exempt Development).
