Project Description
The applicant requests Coastal Development Permit approval to develop a vacant lot in the unincorporated community of Stinson Beach with the following: (1) a 2,710-square-foot primary residential structure (single-family residence); (2) a 592-square-foot detached Accessory Dwelling Unit (ADU); (3) a 598-square-foot detached accessory structure (carport): and (4) a 236-square-foot detached accessory structure (storage building). The 4,136 square feet of proposed development would result in a floor area ratio (FAR) of 16 percent on the 21,600-square-foot lot.
Proposed site improvements include an on-site wastewater disposal system (septic system) and a bioretention system; recreational amenities, including a pool and spa; a trash enclosure for waste storage; structural improvements, including attached decks and retaining walls; access and hardscaping (mostly at grade), including a driveway, car court, patios, and stairways; and landscaping and aesthetic enhancements featuring native vegetation.
The single-family residence would reach a maximum height of 16 feet, 11¾ inches above surrounding grade, and the exterior walls would have the following minimum setbacks: 69 feet, 5 inches from the southern front property line; 16 feet from the eastern side property line; 15 feet from the western side property line; and 41 feet, 2 inches from the northern rear property line.
The ADU (situated above the garage) would reach a maximum height of 14 feet above surrounding grade, and its exterior walls would have the following minimum setbacks: 142 feet from the southern front property line; 4 feet from the eastern side property line; 80 feet, 2 inches from the western side property line; and 6 feet, 1 inch from the northern rear property line.
The storage building would reach a maximum height of 10 feet, 2 ½ inches above surrounding grade, and its exterior walls would have the following minimum setbacks: 145 feet, 1 inch from the southern front property line; 45 feet from the eastern side property line; 54 feet, 9 inches from the western side property line; and 15 feet from the northern rear property line.
Coastal Development Permit approval is required pursuant to Coastal Zoning Code Section 20.68.030 because the project involves development that cannot be exempted or excluded from the requirement to obtain Coastal Development Permit approval.
